What are the top 10 published articles on priority setting in health care?

Please send your suggestion for papers you think belong to this list. After the Newcastle conference (November 2008) we will arrange a vote on a top-ten list. Send your suggestion to: ole.norheim@isf.uib.no

The aim of this contest is to define the field. What is priority setting in health? Who contribute? What are the contributions?
